FIX4 - .NET Framework 4.8 build isolated

The Visual Studio errors reported against ...DUAL_NET48_FIX2\... show that the old FIX2 tree was still being built. FIX3 already contains the explicit System.Net.Http package reference for the netstandard2.0 target.

FIX4 additionally provides a completely isolated native .NET Framework 4.8 build so the optional netstandard target can no longer block creation of the .NET 4.8 DLL.

Recommended for .NET Framework 4.8

Open:

IMSApiDotNet_NET48_ONLY.sln

Then select Release / Any CPU and build the solution.

Expected output:

src\IMSApiDotNet\bin\Release\net48\IMSApiDotNet.dll

The project IMSApiDotNet.Net48.csproj explicitly references System.Net.Http and the .NET Framework 4.8 reference assemblies.

Dual target remains available

The original solution is still included:

IMSApiDotNet_10.0.0-59_HttpClient.sln

It builds netstandard2.0;net48. The netstandard target needs NuGet restore for System.Net.Http 4.3.4.
